　　国家发展改革委11月16日召开11月份新闻发布会，国家发展改革委政策研究室副主任、新闻发言人李超在会上介绍，、高度重视实体经济特别是制造业发展。去年9月以来，国家发展改革委会同有关部门，持续开展扩大制造业中长期投放工作，通过加强项目申报环节的指导和服务、引导银行加大项目对接力度、强化要素保障和配套服务、丰富产品供给等举措，着力加强对制造业特别是民营制造业企业的支持和服务。在各方共同努力下，扩大制造业中长期投放工作取得新进展。主要表现在三个方面。

　　一是制造业结构持续优化。截至三季度末，制造业余额同比增长17.18%，其中，制造业中长期余额增长34.43%，有力推动制造业投资实现较快增长；同时，制造业中长期占制造业比重达49%，比去年底提高3.9个百分点，结构进一步优化。

　　二是项目对接力度持续增强。从国家发展改革委推送给21家全国性银行的项目清单看，今年以来，清单内新签约项目2811个、签约金额6054.3亿元，新投放项目3047个、投放金额3523.8亿元，传统产业改造升级、生物医药、电子信息等领域签约和投放力度明显增大。

　　三是对民营制造业企业的支持力度进一步加大。民营企业申报数量多、项目质量高、资金落地快，季度民营制造业项目审核通过率高于全部项目审核通过率1.5个百分点，签约投放落地率高于全部项目落地率8.3个百分点。

　　李超表示，前不久召开的中央工作会议强调，要把更多资源用于促进科技创新、先进制造、绿色发展和中小微企业。下一步，我们将认真贯彻落实中央部署，会同人民银行、监管总局等在现有工作基础上，持续提高项目申报质量和服务保障力度，持续加大对制造业企业特别是民营制造业企业的支持力度，持续提升服务现代化产业体系的能力和水平，为推动制造业化、智能化、绿色化发展提供有力支撑。
