范围: 框架条例适用范围包括所有处于成品状态的材料和物品：(a) 打算与食品接触的;(b) 已经与食品接触的;(c) 可以合理地预期将其与食品接触或在正常或可预见的使用条件下，它们的成分迁移到食品中去的情况。
| Scope: The Framework Regulation includes all materials and articles which in their finished state: (a) are intended to be brought into contact with food; or (b) are already brought into contact with food and are intended for that purpose;or (c) can reasonably be expected to be brought into contact with food or to transfer their constituents to food under normal or foreseeable conditions of use.

通用要求: 在正常或可预见的使用条件下，这些材料和制品的构成成分迁移到食品中的量，不得造成以下情况:危害人类健康；或食品成分发生无法接受的变化；或感观特性的劣变。
| General requirements: Under normal or foreseeable conditions of use, do not transfer their constituents to food in quantities which could: Endanger human health; or Bring about an unacceptable change in the composition of the food; or Bring about a deterioration in the organoleptic characteristics.
