　　智能网联汽车呈现强劲发展势头 记者:2021年，我国自动驾驶出租车、卡车商业化项目在多地开展，请问工信部在推动智能网联汽车发展方面开展了哪些工作?针对面向未来的L3级及以上自动驾驶技术，我国在技术标准制定和准入管理方面的情况如何? 郭守刚:随着汽车电动化、网联化、智能化技术加速演进，融合物联网、云计算、大数据、人工智能等多种创新技术的智能网联汽车应运而生，成为全球新兴产业发展的战略必争之地。作为行业主管部门，工业和信息化部牢牢把握汽车产业变革趋势，制定出台系列指导性文件，建立协调推进机制，大力推动产业发展进入多场景示范应用新阶段。 一是加强顶层战略谋划。贯彻落实《新 能源汽车产业发展规划(2021—2035年)》，坚持“单车智能+网联赋能”协同发展路线，组建智能网联汽车推进组，统筹协调各方资源力量，推动解决重点突出问题。 二是提升技术创新能力。发挥国家智能网联汽车创新中心作用，利用财政专项、投资等渠道支持，推动自动驾驶基础平台、车载操作系统等联合攻关，搭建测试验证公共服务平台，加速技术研发和产业化应用。 三是加快网联设施部署。大力部署5G通信设备、路侧联网设备等基础设施，不断扩大车载联网终端装车应用规模。联合住房和城乡建设部开展智慧城市基础设施与智能网联汽车协同发展试点，先后确定两批共16个试点城市，支持智能化基础设施、“车城网”平台等建设。 四是推进测试应用示范。联合公安、交通部门发布《智能网联汽车道路测试与示范应用管理规范》，支持开展高速公路测试和载人载物示范，组织开展测试示范区综合，推动实现数据共享和测试结果互认。 在准入管理方面，我们印发了《关于加强智能网联汽车生产企业及产品准入管理的意见》，提出软件升级、功能安全和预期功能安全等管理要求，强化汽车数据安全、网络安全监管，推动智能网联汽车加快进入市场。在技术标准方面，我们已建立智能网联汽车“十四五”标准体系，发布汽车驾驶自动化分级、乘用车自动紧急制动、汽车信息安全等多项标准，申请整车信息安全、软件升级、数据记录系统等强制性国家标准项目立项，积极参与国际标准制定协调，2021年提交技术提案50多项，整体工作进度与国际保持同步。 在有关各方共同努力下，我国智能网联汽车呈现强劲发展势头，组合辅助驾驶系统的乘用车新车搭载率提高到20%左右，其中新能源汽车新车搭载率超过30%;车载基础计算平台实现装车应用，车规级激光雷达、人工智能芯片算力达到国际先进水平;全国开放测试区域5000平方公里、测试总里程超过1000万公里，发放道路测试牌照800多张，3500多公里的道路实现智能化改造升级，大型港口货运车辆自动驾驶应用占比达50%。 下一步，工信部将深入实施《新能源汽车产业发展规划(2021—2035年)》，加强各方协调统筹，进一步强化“单车智能+网联赋能”的协同发展共识，加快操作系统、高精度传感器、线控底盘等关键共性技术融合创新，加强国内急需技术标准制定和国际法规协调，组织大规模车路协同发展试点示范和商业化探索，推动智能网联汽车产业高质量发展。 动力电池回收利用体系初步建立
