　　工业和信息化部、国家发展和改革委员会等八部门联合发布《关于加快推动工业资源综合利用的实施方案》（下称《实施方案》），《实施方案》提出，到2025年，力争工业固废综合利用率达到57%。 《实施方案》提出，到2025年，钢铁、有色、化工等重点行业工业固废产生强度下降，工业固废的综合利用水平显著提升，再生资源行业持续健康发展，工业资源综合利用效率明显提升。力争工业固废综合利用率达到57%，其中，冶炼渣达到73%，工业副产石膏达到73%，赤泥综合利用水平有效提高。主要再生资源品种利用量超过4.8亿吨，其中废钢铁3.2亿吨，废有色金属2000万吨，废纸600万吨。 《实施方案》明确，将开展工业固废综合利用提质增效工程，包括推动技术升级降低固废产生强度，加快工业固废规模化高效利用，提升复杂难用固废综合利用能力，推动磷石膏综合利用量效齐增，提高赤泥综合利用水平，优化产业结构推动固废源头减量。 其中，《实施方案》要求，严控新增钢铁、电解铝等相关行业产能规模。钢铁行业科学有序推进废钢铁先进电炉短流程工艺；有色行业着力提高再生铜、铝、锌等供给；能源（电力、热力）行业稳步扩大水力、风能、太阳能(000591)、地热能等清洁能源利用，减少固废产生源。 《实施方案》明确，将开展再生资源高效循环利用工程。一方面，推进再生资源规范化利用。实施废钢铁、废有色金属、废塑料、废旧轮胎、废纸、废旧动力电池、废旧手机等再生资源综合利用行业规范管理。鼓励大型钢铁、有色金属、造纸、塑料聚合加工等企业与再生资源加工企业合作，建设一体化大型废钢铁、废有色金属、废纸、废塑料等绿色加工配送中心。 另一方面，提升再生资源利用价值，加强大数据、区块链等互联网技术在再生资源领域的应用，助力构建线上线下相结合的高效再生资源回收体系。促进钢铁、铜、铝、锌、镍、钴、锂等战略性金属废碎料的高效再生利用，提升再生资源高值化利用水平。积极引导符合产品标准的再生原料进口。
