　　税收政策作为宏观干预市场发展的重要措施，对于行业的发展有着很大的影响。2021年上半年，化工仪器网盘点了我国出台的与仪器行业相关的税收政策。到下半年，其中的关税政策又有后续发展，各类免税清单确定并发布，同时也有新的关税调整政策出台。化工仪器网继续追踪政策变化，带读者了解我国关税政策实施进展。 “十四五”期间仪器仪表进口免税 4月15日，财政部、海关总署、税务总局发布关于“十四五”期间支持科技创新进口税收政策的通知。政策规定对科学研究机构、技术开发机构、学校、党校(行政学院)、图书馆进口国内不能生产或性能不能满足需求的科学研究、科技开发和教学用品，免征进口关税和进口环节增值税、消费税。 4月16日，财政部、中央宣传部、发改委、教育部、科技部等11个部门联合发布《“十四五”期间支持科技创新进口税收政策管理办法》，划分各部门在该税收政策中承担的职责，并明确享受该税收政策的科技类民办非企业单位性质的社会研发机构和外资研发中心的条件，并公布该税收政策项下进口商品已征进口环节增值税未抵扣情况表。 9月30日，科技部、财政部、海关总署、税务总局联合发布《科研院所等科研机构免税进口科学研究、科技开发和教学用品管理细则》，明确科研院所、科研基地、转制科研院所、社会研发机构、科研机构变更等符合免税资格机构的定义，并确定了不同单位申请免税资格的流程和手续。 10月29日，财政部、海关总署、税务总局联合发布“十四五”期间进口科学研究、科技开发和教学用品免税清单(批)，列出了进口免税的科研和教学产品，其中有很多与仪器设备相关，具体如下： 1.分析、测量、检查、计量、观测、发生信号、处理信号的仪器、仪表及其附件； 2.实验、教学用的设备，不包括用于中试和生产的设备，分为实验环境方面、样品制备设备和装置和实验室专用设备三大内容； 3.用于维修依照《财政部海关总署税务总局关于“十四五”期间支持科技创新进口税收政策的通知》(财关税〔2021〕23号)项下免税进口商品清单已免税进口或者可予免税进口的仪器、仪表和设备，或者用于改进、扩充、升级其功能，而单独进口的专用零部件及配件(自进口的仪器、仪表和设备海关放行之日起10年内，但不超过政策执行期限2025年12月31日)；
