　　“今年可能是我们一代麒麟芯片。”近日，华为消费者业务CEO余承东的一席话，不禁让人悲从“芯”来。余承东表示，目前在半导体制造方面，华为只是做了芯片设计，没搞芯片制造，由于美国的第二轮芯片制裁，麒麟芯片可能即将走到终点。 我们知道，华为麒麟源自于去年美国的轮芯片禁令，当时为应对危机，华为推出了自研芯片，并找到台积电代工。但今年5月以来，美国第二轮禁令的到来切断了台积电给华为代工的可能，使得华为只能寻找其他芯片厂商合作，麒麟芯片也面临停产问题。 目前，华为已将2/3的芯片订单给了联发科，接下来的华为手机可能都会加载骁龙芯片，至于麒麟将进入无期限休眠状态，这不仅令人遗憾。对此，余承东也是呼吁，希望国产芯片能加速突破包括设计、材料、制造、工艺、封测等环节，让麒麟能得以重生。 听闻这番呼吁，不少人也是将目光投向了国产芯片代工中芯国际。作为全球排得上号的国产芯片代工厂，中芯国际目前已经能实现14nm制程量产，产能和资金方面也比较充裕，未来随着制程进一步向7nm和5nm等领域突破，完全能够帮助华为渡过难关。 不过，希望是美好的，现实却是骨感的！在8月7日举行的中芯国际2020年二季度业绩会上，联合CEO梁孟松对供货华为问题进行了回复，得到的答案却是可能无法与华为合作。因为中芯国际的生产线中也有不少技术来自于美国，依然受到美国禁令影响。 对此，人们也是再度感受到了国产芯片制造崛起所面临的困难。在美国禁令的压力下，国产芯片要想实现自立更生，可能首先要完成的是“去美国化”，要将与美国有关的技术逐步进行剥离。虽然这样做的代价非常大，但却是实现芯片国产化不得不做的步骤。 除此以外，如何实现国产芯片企业在资金、人才、产能上的提升，也是破局的关键所在。尤其是在资金方面，其门槛极高。技术越发展、制程越往下走，产线所需的资金越庞大，按照之前有关机构给出的数据，新建一条3nm产线的成本约为200亿美元左右。 近年来，也正是由于技术和资金上的限制，各国虽然都对芯片制造给予高度重视，希望进行布局，但都比较缓慢。从实际来看，分工合作仍然是全球芯片发展的主流。不少国家都已经不再主动自建芯片制造厂线，而是通过引进优秀企业的方式满足自身需求。 比如今年以来，美国方面就积极与台积电协商，要求后者在美建厂。与此同时，日本也正计划在接下来的数年内，向海外半导体制造厂商提供数千亿日元的巨额资金，来邀请台积电等全球先进半导体代工企业赴日本投资建厂。相比之下，我国发展难度更大。 好在，随着芯片制造开始进入烧钱时代，我国站了出来。目前，我国已经先后通过国家产业一期、二期给予国内企业帮助，也积极出台众多利好补贴政策，见面企业发展的税收，帮助企业吸纳市场，为国产芯片厂商营造了积极、良好的环境。 在此背景下，希望我国芯片企业能把握好机遇和红利，不断克服芯片制造的各种困难，早日实现国产芯片的自立更生。希望届时，华为麒麟芯片能重见天日，成为我国芯片国产崛起的一大标志！

In the United States alone, medium- and heavy-duty trucks account for approximately 25 percent of the total greenhouse gas emissions from the transportation sector.1
