　　多维发力破解工业互联网发展堵点 针对企业“上云”意愿低、平台服务能力弱、关键技术存壁垒等问题，企业、平台、职能部门等从多个维度提出破题之策。 一是培育示范标杆，引导更多企业参与。工业企业发展阶段差距较大，从“工业1.0”到“工业4.0”都有相当数量。处于“工业2.0”以前发展阶段的企业，对工业互联网的认知度、认可度、需求度普遍不高，需要营造环境、分类指导，通过有针对性的政策，引导企业主动实施数字化改造，为工业互联网建设提供必要的产业基础支撑。 部门可以加强宣传引导，积极培育示范标杆，带动更多企业开展工业化联网改造，总结一批改造成熟模式和路径，分行业、领域发布改造指引，打造应用样板，引导企业向更高级别形态升级。 针对资金问题，在行业集中度低的领域，鼓励和支持龙头平台企业基于其所在行业的成功实践，打造公共服务平台，整合通用能力，为中小企业提供批量数字化转型服务。服务费用(包括转型服务、应用、SaaS等)可由统一采购，集中招标，并给予企业一定的优惠和补贴，比如设立2-3年的引导期，期间免费。 二是加快平台建设，壮大平台体系。平台建设是发展工业互联网的重中之重。基层工信部门认为，层面应继续加大对平台发展的政策扶持，重点在扩大平台接入应用、强化技术人才支撑等方向发力，鼓励支持“双跨”和行业平台尽快做大做强，加快构建“双跨”平台、行业平台支撑、平台筑底的平台体系。 三是完善顶层设计，推动标准化发展。一些平台认为要统筹推动工业互联网标准的建立，其一是推动中国已有工业互联网标准上升为国际标准；其二是推进中国与美国工业互联网联盟(IIC)、日本产业价值链促进会(IVI)、德国工业4.0标准组织的标准的兼容和互认；其三是对中国的工业互联网平台实施“统一接口标准”的认证，以确保平台间数据互联互通、工业APP能跨平台调用和订阅。 四是统筹资源联合攻关，突破关键核心技术。基层工信部门表示，当前工业互联网发展面临不少“卡脖子”环节和技术难题，仅仅依靠企业自身很难解决，必须由主导，统筹全国资源，开展联合攻关。在重大科技创新工程项目中加大对工业互联网创新发展的支持，围绕重点行业平台应用、工业机理模型、行业应用公共服务和设备数字化改造等方向，组织有实力的企业和研发机构“揭榜”开展技术攻关，力求突破一批技术应用难题。
