　　近几年电动车市场在迅速扩大，截至2021年底，全国新能源汽车保有量达784万辆，占汽车总量的2.60%，扣除报废注销量比2020年增加292万辆，增长59.25%。其中，纯电动汽车保有量640万辆，这样的增长速度让充电桩建设成为了社会焦点。 “充电焦虑”是一直围绕在电动车车主心里的阴霾，这种时候拥有一个个人桩就十分幸福了。但各地车主发现在个人充电桩安装的过程中物业成为了的绊脚石，去年九月在黄岩就曾出现业主状告物业的官司，当然最终物业被判负，但这种“糟心”的过程相信每一个车主都不会想去经历。 其实早在前几年，各地就分别推出了自己的充电基础设施规划，对于个人桩都是鼓励态度，要求各方要配合，这其中包括了物业。纵然有法律支撑，为何很多小区物业依然不愿意为业主开绿灯呢？ 对于绝大部分小区的物业来说，安装个人充电桩是一件吃力不讨好的事情。在充电桩安装完成之后物业需要保证充电桩的正常供电，一旦发生相应的安全事故，物业有避不开的责任，但从始至终物业无法从其中拿到任何收益，这种情况下想要让物业积极配合实在是很难的事情。 对于不少城市的电动车用户来说，充电难成了用车的难题，而有效增加小区内的充电桩数量，将会有效缓解电动车主的充电焦虑。 据报道，上海市人大代表、君悦律师事务所合伙人刘正东在2022年上海两会期间提交一份的建议中指出，“如何规范住宅小区新能源车充电桩的设置和管理以缓解充电难问题，成为当务之急。” 据其分析，目前上海住宅小区新能源汽车充电的现状和问题共有三点： 首先，管理居民小区的物业公司缺乏为用户安装充电桩的积极性。 针对居民区电动汽车充电设施建设问题，虽然联合多部委曾数次发布通知文件进行指导，但这些文件规定大多是针对有固定车位的小区，对于不少小区最开始的规划就没有固定车位。 因此，在实际申请充电桩的过程中遇到诸多难题，得不到物业的同意证明就没有办法进行下一步的申请安装。 原因包括存在安全隐患、其他的业主不同意等等，最核心的是缺乏利益机制。目前对于绝大部分居民小区存在的问题是，安装了充电桩以后，给物业公司增加了工作负担，却不能增加收入。
