　　倪光南表示，除了芯片制造之外，从流程制造和离散制造来讲，软件一样非常薄弱，软件市场被国外公司垄断，中国急需突破他们的控制。走向智能研究院院长赵敏则直接指出，智能制造、工业互联网最内核的就是工业软件。 根据业内专家长期观察与分析后的一致结论是，工业软件是改革开放以后，一个与国外同行不断拉大差距的工业技术领域。 在工业软件领域涉足三十多年，赵敏一直在观察和思考中国工业软件难以振兴的问题。两年前，赵敏就指出，首要问题就是中国没有完成工业化进程。“没有完成工业化进程，就没有深厚的工业技术积累；没有深厚的工业技术积累，就无法将工业技术软件化。” 他还提到更令人担忧的方面：国内企业普遍不重视工业技术的积累和工业知识的管理，没有多少工业技术可供软件化。加之极度缺乏资金、人才、政策、市场等工业软件成功的必备要素，因此国内工业软件无法崛起就不难理解了。 以人才为例，多名业内人士表示，我国工业软件自主程度较低的背后，是工业软件人才“断供”的严峻现实。具体来看，我国工业软件人才培养面临难度大、周期长、待遇低等瓶颈。 今年6月，教育部和工信部联合印发《特色化示范性软件学院建设指南（试行）》（下称《建设指南》），聚焦工业软件人才培养。《建设指南》显示，去年我国软件和信息技术服务业从业人数达673万人，同比增长4.7%，但整体仍存在较大缺口，且结构性矛盾突出。其中，关键基础软件和大型工业软件这两个领域的人才短缺尤其严重。 工业软件包含研发设计类（EDA、CAD、CAE等）、生产调度和过程控制类（MES、SCADA等）、业务管理类（ERP、SCM、HRM等）三大领域，其中研发设计类最为核心和关键。方正研报显示，目前国内从事电子设计自动化（EDA）软件研发的人员约1500人，真正为本土EDA研发服务的只有约300人。 补“短板”是硬道理 业内人士一致认为，工业软件本身是基于多种基础科学的产业，同时又离不开长期应用的迭代，这一差距难以短时间内弥补。 政策显然也开始关注这一短板，工信部今年3月发布《关于推动工业互联网加快发展的通知》，提出增强关键技术产品供给能力，打造工业软件等关键软硬件产品，加快部署应用。 12月24日，新闻办公室举行新闻发布会，工业和信息化部副部长王志军表示，“十四五”时期工业和信息化工作将重点聚焦三方面工作。 其中，首要工作就是，强化创新驱动发展，推进产业基础高级化、产业链现代化。王志军表示，我们要完善制造业创新体系，加强关键核心技术攻关，推进产业基础再造，打牢基础零部件、基础工艺、关键基础材料，还有关键工业软件等基础，补齐产业链供应链短板，加快解决重点领域“卡脖子”和产业基础薄弱问题。 “工信部将组织实施产业再造工程，并将工业软件确定为第五基础能力。”在赵敏看来，这对工业软件无疑是利好的消息，他感慨道：“工业软件终于确定由工信部来部署和推动了。” 2018年6月，赵敏《为工业软件正名》的文章在业界引起了不少人的思考和讨论，工业软件“姓工”的观点获得了绝大多数人的认同。他一直强调：工业软件的属性应该是工业技术，第二属性才是IT。 他指出，在最近十年，中国的工业软件界开始认识到了这个规律：任何一款工业软件，如果没有工业界的深入应用，这个软件就很难成熟。
