　　“新基建正被持续关注，无论其关键技术或相关重大装备，背后都有大量的仪器仪表在作支撑。”12月8日，在浙江上虞举行的中国机械仪器仪表产业发展上，机械工业仪器仪表综合技术经济研究所副所长王麟琨表示。 2020年3月，中央政治局常务委员会召开会议提出，加快5G基建、特高压、城际高速铁路和城际轨道交通、充电桩、大数据中心、人工智能、工业互联网等新型基础设施建设进度。 “仪器仪表及其核心部件是通信测试、装备运维、智能感知和大数据获取等的重要保障。”王麟琨介绍，目前国内行业存在自主探索创新不够、结构性矛盾严重、企业人才缺乏等问题，应尽快查漏补缺，为发展新基建夯实基础。 据中国仪器仪表行业协会统计，2019年我国仪器仪表进出口逆差达181.55亿美元，行业低端(如电度表、水表、煤气表)产能过剩，能力(如大型科学仪器)不足。 王麟琨认为，国内仪器仪表行业以往跟踪创新的思维惯性制约了自主探索发现的可能性。“跟踪仪器仪表的实体和软件相对容易，但是工艺细节却大量缺失，这是导致国产仪器仪表可靠性和稳定性差的重要原因。” 与此同时，仪器仪表行业对口毕业生到本行业就业情况不乐观，企业缺少创新人才已是普遍问题。王麟琨说，以北京某高校精仪系为例，2018年签订三方协议就业人数共计55人，大部分去往科学研究和技术服务业，软件和信息服务业等，不到10%毕业生去仪器仪表企业。 “供应用仪表的未来将适应物联网、智能电网、智精燃气智慧热力发展的需要。”京仪集团仪器仪表研究总院院长李绍提出，可尝试建设行业创新中心，攻克可靠性、稳定性、高精度、封测工艺、批量化校准等共性技术难题，研发适用于消费电子、交通、生物医疗等行业的量大面广智能传感器以及面向航天航空、深海探测等特殊应用产品，同时培养一批复合型创新人才。 “万物互联的根是传感器和仪器仪表，结合新基建乃至从宏观的技术发展趋势看，传感器和仪器仪表行业都大有可为。”王麟琨说。
