　　山东省工信厅向省内135家规上工业企业开展的问卷调查显示，近四成被调查企业的生产线和工艺装置联网率、传感器设备联网率低于20%，半数被调查企业的工业机器人、机械手联网率低于20%，57.7%企业的大数据主要应用在生产过程，数据上云（含企业私有云、混合云）企业占比仅有21.4%。在企业内网建设方面，45%企业生产单元工业以太网覆盖率在60%以下，70%企业生产单元5G网络覆盖率20%以下。 很多企业反映，不知道发展工业互联网的具体路径，缺乏看得见、摸得着的典型案例，迫切需要帮助推介一批示范标杆。 然而，从层面看，不少基层从事工业和信息化建设工作的人员对“什么是工业互联网”“如何做工业互联网”的理解不深不透，有些认为“工业互联网”就是互联网在工业中的应用，可以直接参考消费互联网的发展路径。 有的基层干部把工业互联网简单理解为建平台、上平台。有县级工信部门干部坦言，自己也不知道工业互联网怎么干，企业提出关于工业互联网的许多具体问题，经常回答不了。某市工信局一名科长表示，服务企业上云的具体工作都在基层，但越往基层人手越紧缺，一个科室对着上级好几个部门，没有精力专注于发展工业互联网。 安全顾虑是拦路虎 工信部门干部表示，工业互联网安全包括网络安全、设备安全、控制安全、应用安全、数据安全，比一般的“网络安全”更加复杂。大量企业，特别是中小企业还处于解决上云用云阶段，对网络安全的重视程度和投入都不够。 记者在企业调研时，大多数企业都谈到安全方面的顾虑，认为接入其他企业搭建的工业互联网平台，在数据确权、知识产权、信息安全等方面存有隐忧，担心自己的生产数据、客户关系等商业秘密被泄露。 某电机行业互联网平台表示，行业内企业对涉及数据安全和商业秘密的核心数据有所保留，认为所有数据上传后无异于裸奔，大家都是同行，对竞争对手的产量、成本、拳头产品等信息一推算便知。 多位企业负责人表示，目前数据安全监管滞后，企业上云上平台后的数据资产是属于平台方还是企业方没有依据，数据开放程度只能协商，缺少信用背书，“上”还是“不上”很矛盾。企业信息安全、商业安全、数据安全得不到保障，成为当前企业“不敢上”的主要障碍。 除了担心被同行获取核心数据，企业也担心被不法分子攻击入侵。一家机电企业负责人说，他们一直想上“云”没敢上，此前他们的一个外国客户云平台被攻击受到损失，这家企业出于安全考虑就自己购买服务器。随着数据越来越多，服务器需不断扩容，维护成本越来越高。 业内人士表示，目前工业互联网安全保障不够健全，与发达国家相比，我们的技术能力不强。以智能传感器为例，主要是声音、环境和温度等低端产品，中传感器短期内替代难度较大。其他像工业控制系统、智能网关、工业软件等也都存在类似情况。另外我们的优势领域也不多，国内优势企业主要集中在终端、商用密码等常规领域，态势感知、漏洞挖掘、高等级攻击防护产品和服务能力供给不足。 人才极其紧缺 工业互联网横跨信息技术和制造业两大领域，需要大量既懂工业机理又懂信息技术的人才，沉入企业生产一线提炼管理、生产、工艺等行业知识，完成系统搭建和技术迭代升级。无论是在平台服务端还是企业端，都需要IT与OT（运营技术）结合的复合型人才。现实情况是，这样的人才极其稀缺，存在巨大缺口。 山东凯盛新材料股份有限公司自动化部部长孙健说，企业内部技术人员熟悉技术流程，但对于如何将底层数据融合并进行智能分析缺乏足够理解；熟悉信息技术的人才又往往缺乏对企业知识的掌握。由于缺乏技术人才，面对平台服务商甚至提不出具体需求。 山东省工信厅开展的问卷调查显示，被调查的135家企业信息技术人员平均为24人，占企业员工总数不到5%，其中硕士平均13.3人、博士平均0.4人，超过30%的企业对本科以上信息化人才有极强的需求。 鲁泰纺织股份有限公司主任助理赵长广说，随着工业互联网的应用和数字化技术的推进，企业积累的海量数据已经成为非常重要的数据资产，但由于缺乏人才，如何用好数据难以解决。比如，数据分散在不同的业务系统，未集成到统一的数据仓库，多维度分析报表的工作量大、周期长；业务提交分析需求变化快，IT研发实现无法满足企业快速应变的要求。
