　　是用工集聚四大经济圈，京津冀、长三角对制造业劳动力虹吸效应更明显。 从规模结构看，京津冀、长三角、大湾区(内地)、成渝经济圈规上工业企业平均用工人数合计达4087.90万人，在全国工业企业平均用工人数中的比重为55.92%，其中京津冀、长三角地区的占比分别为27.09%和17.20%。 从年龄结构看，京津冀、长三角、大湾区(内地)、成渝经济圈四大经济圈总人口中15-59岁人口的占比分别为64.44%、64.90%、68.80%和62.20%，除成渝外均高于全国水平(63.35%)，尤其是大湾区(内地)青壮年劳动力供应充裕。 从受教育程度看，京津冀、长三角、大湾区(内地)、成渝经济圈每10万人口中受高等教育的平均人数分别为27113人、20701人、15699人和14340人，其中京津冀、长三角地区拥有较大的优势。 应高度重视劳动力的结构性和差异性风险 从发展态势来看，我国制造业劳动力供给还存在一些值得重视的挑战和风险。 首先，制造业劳动力队伍年龄快速老化、素质改善偏慢，弱化了对制造强国的支撑能力。 “十三五”期间，制造业劳动力队伍总体上存在两大挑战： 一是劳动力年龄结构快速老化。根据《中国人口和就业统计年鉴》城镇就业口径数据，2015年制造业劳动力30岁以下占比28.2%，30-45岁占比45.7%，45岁以上占比26.2%，同期全行业各年龄段劳动力占比分别为24.7%、44.3%和31%，制造业年龄结构更为年轻。 到了2019年，制造业劳动力30岁以下占比21.4%，30-45岁占比46.1%，45岁以上占比32.4%，同期全行业各年龄段劳动力占比分别为21.3%、42.2%和36.6%，制造业劳动力年龄老化程度已接近全行业水平。 其中，30岁以下比重下降6.8个百分点，高于全行业该年龄段3.4个百分点的降幅，45岁以上比重提高6.2个百分点，高于全行业该年龄段5.6个百分点的增幅，制造业劳动力年龄老化速度过快。 二是劳动力素质改善偏慢。根据《中国人口和就业统计年鉴》数据，2015-2019年，制造业就业人员中受高等教育人数比重从16.8%提高至17.3%，仅上升0.5个百分点，而同期全行业该比重从18.8%提高至22.8%，上升4个百分点，制造业劳动力素质改善相对滞后。 据调研，不少企业反映，对年轻高素质人才招人难、留人难，制造业劳动力队伍如果缺乏新鲜血液补充，将难以支撑制造强国建设。 其次，制造业岗位与劳动力资源空间分离依然突出，后发地区产业潜力亟待深挖。 民营经济是我国制造业就业岗位的主要提供方，对市场嗅觉更为敏锐，民营经济就业人数能较好地反映区域间制造业岗位供给情况。 数据显示，2005-2019年，东部制造业民营企业就业岗位占全国比重稳定在65%-67%，西部地区比重从12.5%降至11.3%，东北地区比重从6.7%降至4.7%，中部地区比重从15.7%提高至17.3%。 结合第七次人口普查中各地区15-59岁适龄劳动力数量，东、中、西部及东北地区比重分别为40.7%、25%、27%和7.1%。对比制造业岗位与劳动力资源空间分布情况，东部制造业岗位比重较劳动力资源比重高26个百分点，该地区制造业主要靠中、西部区域劳动力输入支撑。 值得关注的是，东北地区制造业岗位比重下降过快过大，已陷入“岗位不足-人才流失-无人发展”的非良性循环。 ，警惕劳动力市场人才素质区域差异拉大趋势，进而加剧制造业发展不平衡。 根据第七次人口普查结果与第六次人口普查结果比较，我国劳动力素质有显著提升，但区域间提升幅度差异较大。 从全国整体情况看，2010-2020年十年间，每10万人口中接受大学教育人数从8930人提高到15467人，占比提高6.5个百分点，高中学历人数占比提高1.1个百分点。 其中，东部省份大学及以上学历人数比重达20.9%，提高7.8个百分点，占比及增幅在区域间表现。中、西部及东北地区大学及以上学历人数比重分别达到13.7%、14.5%和16.6%，增幅分别为6个、7.2个和6.3个百分点，值得关注的是，该指标在西部已实现了对中部的追赶反超。
